English Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a recent poll of municipal councils, English councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of councils are planning to sell assets to cover the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for selling public land and open spaces to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a significant number of authorities seeking to raise money from a fire sale of assets represented “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would prioritise service redesigns and using financial reserves to manage increasing fiscal pressures.”

Specific Cases of Planned Disposals

One local authority in Kent announced its property management strategy featured the sale of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Rises and Broader Financial Strains

The survey of councils in the key cities group, which covers several urban centers, further found that more than 70% of councils will have to increase local levies next spring to cover the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “There are population challenges which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

A survey of regional authorities recently also found council budgets being strained by the increasing figures of young people and older individuals needing Send support.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have put off planned reforms to the Send system until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (IMD) for UK local authorities, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” said the report.

“Although only one key city is in the ten most deprived for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The data highlights the scale of challenges facing municipal officials across key cities in the coming year,” the report concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and need,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the survey found.
